Project Description

Oculus Inc. developed the Solicitation for Offers (SFO) documentation for a new single-story, 23,870 NUSF Outpatient Clinic in the El Paso region. The SFO included technical criteria used to solicit competitive construction proposals. These criteria aligned clinical intent, operational workflows, and long-term performance goals.

To support this effort, Oculus provided architectural and interior design services for the U.S. Department of Veterans Affairs El Paso Community Based Outpatient Clinic (CBOC). The project required a strong understanding of VA healthcare planning standards and facility requirements. Oculus aligned the design with VA Design Guides and the VA CBOC PACT Prototype. This ensured compliance with national standards for Outpatient Clinic development.

The team worked directly with VA user groups and stakeholders. They reviewed and validated clinical programming requirements in detail. They then translated these requirements into a coordinated scope of work that supported procurement and delivery.

From a planning standpoint, Oculus created a clear and intuitive clinical layout. It supports efficient patient flow and staff movement. Program spaces are organized for strong adjacency between primary care, specialty care, and support functions, while separating public and clinical zones to improve privacy, safety, and wayfinding. As a result, staff efficiency improves and patient flow strengthens across the Outpatient Clinic.

In addition, the design Daylit corridors and controlled sightlines enhance navigation throughout the facility. Through material and finish selections, the interior design balances operational performance, support durability, and infection control with a welcoming, calm, patient experience.

After contractor selection, Oculus led design review and submittal coordination. The team reviewed submissions for compliance with VA standards, applicable codes, and program requirements. Recommendations reinforced design intent and supported quality assurance.

The resulting Outpatient Clinic delivers efficient, patient-centered care. It provides a flexible and scalable environment that supports evolving Veterans’ healthcare needs over time.
